Rationale:

During past decade, Foreign Trade Policy has undergone massive change. The most impacted area of this change & liberalisation has been “Imports”. Liberalisation of Imports has been accompanied by reduction in customs tariff as well as liberalization of Exchange Control Regulations affected by Reserve Bank of India.

As exports along with “Make in India” has been identified as “Thrust Area” by the Government, increased, volumes of exports will be accompanied by massive imports as well, Since imports also cater to, consumer durables and industrial requirements. The surge in imports has brought in its wake its own operational issues for all importers. While, awareness on Foreign Trade Policy & Custom Regulations has spread among importers, knowledge on import related issues connected with FEMA Regulations is generally lacking. Moreover, various measures of liberalisation initiated by Reserve Bank of India have not percolated down among Banks & Importers. This frequently causes delays in decision making, ad-hockim & violation of FEMA Regulations, most of the time inadvertently.
